Job Description

Position Summary: The Emergency Shelter Program (ESP) Finance Coordinator works directly with ESP Regional Managers to assess billings submitted on behalf of subcontractors for accuracy and completeness. The ESP Finance Coordinator reviews subcontractors for financial suitability based on the monitoring of accounting methods and procedures. The ESP Finance Coordinator works closely with the ESP Accountant and ESP Regional Managers to ensure that all financial aspects of the program run smoothly and efficiently.

Essential Responsibilities:

  • Review and verification of billings submitted by ESP subrecipients.
  • Correspond with subrecipients regarding billing submissions, corrections, and processes.
  • Correspond with ESP Data Analyst regarding Business Objects reports submitted with billing.
  • Correspond with ESP Accountant to verify finale billing submissions.
  • Work with ESP Supervisor and Accountant to maintain subrecipient allocations, balance and expenditures.
  • Work with ESP Supervisor and Regional Managers to develop Motel Billing and Shelter Billing Training updates.
  • Track Single Audit Submissions from ESP subrecipients.
  • Review and assessment of subcontractor's financial suitability by using an annual risk-based monitoring tool.
  • Completion of formal and written financial monitoring reports within thirty (30) calendar days following the monitoring date or assessment.
  • Attend offsite meetings as needed.
  • Outline any financial concerns or findings as needed in the monitoring report along with a Corrective Action Plan (CAP) request and CAP timeline/due date.
  • Perform other duties as assigned

Qualifications:

Education/Experience:

  • Bachelor's Degree in accounting, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • 4+ years' experience grant contract monitoring, Accounts Receivable and Accounts Payable.

Skills, Knowledge & Abilities:

  • Ability to learn The Salvation Army accounting software.
  • Maintain confidentiality.
  • Ability to solve complex problems, make appropriate judgements and decisions.
  • Ability to think logically and critically.

Computer Skills:

  • Proficient in Microsoft Office 365.
  • Working knowledge of TEAMS and SharePoint.
  • Willingness to learn new software as needed.

Certificates and Licenses:

  • Complete Safe From Harm training and keep current as needed.
  • Must have and maintain a current valid driver's license and pass the Salvation Army Motor Vehicle Record check (MVR)
